Finksburg Library Planning Underway Feb 3, 2005
The Finksburg Library is currently in the planning stages. A meeting will be held on 2/17 at the Methodist Church for residents to give their input. They would like input from what it needs to look like on the outside and on its interior design. Neighborhood Break-Ins ~ HOA Board - Dec 9, 2004
The HOA encourages all neighbors to keep an eye out and remember to lock cars, doors, and windows. A recent crime occurred on Lawndale road in which a car was broken into while sitting in a driveway overnight - so also remember to make good use of outdoor lighting. Finksburg Corridor Plan Defeated! ~ John Lopez, President, Finksburg Planning Area Council - Nov 9, 2004
To All River Downs Home Owners Association Members
I want to thank all of you for your recent support to the Finksburg Planning Area Council, Inc. (FPAC). By now some of you may be aware that at their Nov. 8, 2004, workshop the Carroll County Planning and Zoning Commission members recommended that planners scrap the proposed location for an employment campus adjacent to the Gerstell Academy on Md. 140, because of strong community opposition, concerns over site access and possible environmental impact. County planners were urged to find an alternate location for the employment campus. Additionally, the Commissioners instructed the planners to come up with a list of desirable qualities and recommendations for what requirements the new employment campus would need. Commission members would determine which criteria are most important for an employment campus zone, such as access to public water and sewer or proximity to a major road, after the list is prepared for them and the benefit of planners.
Members of FPAC and RDHOA residents opposed the original employment campus location because of the lack of public utilities in the Finksburg area and the potential impact a 150-acre plus development would have on the Liberty Reservoir and the surrounding Finksburg community. Many RDHOA property owners were upset that their property values would be eroded by such an employment campus being developed in that area and had grave concerns for their wells and septic systems failing. The employment campus would have approached the border of the North Branch of the Patapsco River a main tributary to the Liberty Reservoir Watershed.
The Commission also instructed the planners to consider the adoption of the entire Finksburg Plan that encompasses the entire 4th Election District rather than just the Finksburg Corridor Plan. Commission members were concerned that property owners had not been officially contacted regarding any proposed property rezonings in the 4th. ED. The planners were instructed to contact all property owners that could be affected. Members of FPAC have long supported the adoption of the entire Finksburg Plan (last approved in 1981) so that it would more truly reflect the views and desires of the citizens of Finksburg. [Over 17,000 people live in the Finksburg area and have no official voice in Carroll County since they are not an incorporated municipality. FPAC has long been the only voice for Finksburg to Carroll County government and now enjoys a seat at the Carroll County Council of Governments.] FPAC strongly voiced its opinion that all property owners needed to be notified before any vote would take place on rezonings. Having an opportunity for open meetings in Carroll County has long been a concern of FPAC. It only makes common sense to inform citizens before things are done by government.
While now it would appear that the P&Z Commissioners as well as the Board of County Commissioners are listening to FPAC and Finksburg’s citizens, we all must maintain a constant vigilance as well as increased public participation in this most important planning process for all of Finksburg. FPAC urges the continued support and communication from the RDHOA during the immediate future regarding the Finksburg Plan. Keep up the involvement that you have shown. Now is the time for all of Finksburg’s citizens to speak.
I ask for your membership and participation with FPAC in this very important process. We need your support now more than ever. Please join us in this ongoing struggle to be heard and to do the right thing for our community. FPAC needs you. The Carroll County Planning Commission will hold a work session to continue discussion on the Mount Airy Environs Community Comprehensive Plan and the Finksburg Corridor Conservation Plan on the evening of Monday, November 8th at 7 p.m. in Room 003 of the Carroll County Office Building. As this is a work session for the Planning Commission, the Commission does not anticipate providing opportunity for public comment to be given. However, it will be an open meeting, which means that any members of the public are welcome to come and sit in on the meeting to hear the discussion. Additional opportunity for public comment will be provided during the 60-day review period that follows the completion of the revised draft. A community workshop will be held in your community during that 60-day period as well. A community information meeting on the Finksburg Corridor Conservation Plan is scheduled for Oct. 12, from 7 to 9 p.m. in the gymnasium of Sandymount Elementary School, 2222 Old Westminster Pike, Finksburg. A staff presentation is planned for 7 p.m. Following the presentation, county planning staff will be available for questions and feedback from citizens in relation to the preliminary draft plan. The proposed text recommendations and map change were prepared using background information and community input as a guide. Planning Growth In Finksburg

Judging by the attendance at last week's Finksburg Planning Area Council's meeting, county officials have much work to do before coming to any conclusions regarding updates to that area's comprehensive plan.
Comprehensive plans are used as guides for a community's long-term growth.
Earlier this summer, residents were surprised to find out that county planners had decided to pursue an employment campus zone designation along Md. 140.
That zone would have swallowed up a mobile home park, leaving many people in danger of possibly losing their homes. Another mobile home park outside of Mount Airy was also targeted.
The proposal has since been revised to exclude the mobile home park, but the underlying question that the county planning department has not answered is who came up with the idea in the first place and why weren't any residents told about it?
The county is trying to increase its industrial base and hopes the new employment campus zone will help achieve that.
This property may be a good candidate for such a zone, but the county now faces a tougher battle selling the idea because many people in the community are upset that the plan was thrust upon them without the benefit of their input.
Finksburg residents expressed their concerns at a meeting last week.
Now it is up to the county to address those concerns, and prove that they truly do value input from the community.
They can do that by taking their answers back to the people and holding a public work session where the people who will be impacted have a chance to question the plan that will help guide their development into the future. |

| The Aug. 26 FPAC meeting (see Original Article) was attended by about 90 people. The topic was the rezoning of the "140 Corridor" as part of the new Carroll County Master Plan, and in particular the building of a 160 acre business complex very near River Downs (see map at right). These 160 acres would be used for anything from hotels/motels, office buildings, to light industry. |

Buildings could be up to 120' high (about 8-9 stories), which would be about twice as high as the Gerstell Academy. The back of the development approaches the end of Turnberry Court.
Planners suggested the campus would provide its own septic and storm water systems, but no one could offer how an 8-story hotel could be run on a septic system. Several developers complained of the environmental impact such a system would have on the River Downs area and of the catastrophic nature of a septic or storm system failure. Concerns were voiced about increased traffic, crime, dried-up wells, contaminated well water, noise / light pollution, and about extending Baltimore City bussing to the area (essentially making the River Downs area an employment extension of Reisterstown).
FPAC has a single voice back to the Caroll County planners and it appears no residents in the 140 Corridor area are in favor of the Employment Campus. Announcement of the next public meeting will be on the FPAC website and will be copied to the River Downs Events Calendar.

A major effort is underway to rezone a large area next to Gerstell Academy on Route 140 for an "Employment Campus". This campus could be developed for industrial, commercial, hotel, or other purposes (buildings up to 120' tall). This is of major concern because of its proximity to River Downs (particularly those residents in the lower Turnberry lots), and the potential environmental impact on our neighborhood.
A meeting is scheduled by the Finksburg Planning Area Council (FPAC) for this Thursday, August 26th at 7:00 PM at the Sandymount United Methodist Church for public comment. A flyer was recently distributed yesterday in the River Downs area by FPAC. I highly encourage all River Downs owners to attend!

The kind folks at Francis Scott Key Golf Club recently watched over a lost dog that appeared on the course. The dog had no identification, so FSK staff members took it home a couple of evenings (many thanks Wayne!). The owners were reunited with their charge, but the club says they often find stray animals that probably belong in the neighborhood. To help, the HOA is now hosting a lost and found

Over the Memorial Day weekend, an (apparent) accident on Lawndale and Dumphries took down the light pole and multi-family mailbox. Clearly this is a major inconvenience to those affected, and the HOA wants to help members resolve such issues quickly. Please note that we pay BG&E to support all the light poles in our neighborhood, and that anyone (not just the HOA) can report a problem by calling BG&E at 1-800-685-0123 (also listed on the Contacts page). BG&E will issue a repair Reference Number that you can check up on until the problem is solved. Please let the HOA know of such problems as well, using the Problems page, so we can help monitor the issue along with you. |

A search for "River Downs HOA" or "River Downs Home Owners Association" will provide multiple page links to HOA information. This notification is simply to make our membership aware that the site is now part of the Internet public domain. Steps were taken to limit visibility of the website prior to launch, however the level of activity since introducing the site to our membership (which is good!) has captured the attention of these services. Thank you for visiting our new website, officially launched April 6, 2004 and always growing! Here's a little FAQ to get you started! This article will remain posted until August. 2004, and will then be moved to the archive.
- Why has the HOA established a website? - Will the paper newsletter still be published? - What about the printed neighborhood directory? - How often will the website be updated? - How can I submit information to the website? - What are those little triangles on the web pages? - What is the difference between an "Event" and a "Club Date"?
Q. Why has the HOA established a website? A: A major challenge to any association is how to best provide the most useful and timely information to its members. A website is a universal resource that can be frequently updated at little cost, and it can be accessed from anywhere, at any time.
Q. Will the paper newsletter still be published? A: As of April 2004, the paper newsletter will no longer be published. The website offers an improved mechanism for collecting and distributing information, and all members can easily submit content (articles, events, etc.) at their convenience using the Submit page.
Q. What about the printed neighborhood directory? A: The directory will continue to be published in paper form and mailed directly to members for privacy purposes. No member names, phone numbers, addresses, or even e-mail addresses will be posted on the website without direct approval by the member.
Q. How often will the website be updated? A: Expectations are that weekly updates will be made. The earlier information is submitted, the earlier it can be posted. Refer to the upper right corner of each page to see the "Last Update" date.
Q. How can I submit information to the website? A: Everyone can use the Submit page to provide content for the website. Approved content will posted to the website at the time of next update.
Q. What are those little triangles on the web pages? A: Click on these triangles to quickly return either to the top of the web page, or the top of page section - whichever is appropriate for the content.
Q. What is the difference between an "Event" and a "Club Date"? A: An "event" is something that affects the entire HOA. This may be an HOA-sponsored social event, a crucial local public meeting, or a seasonal activity that is available to everyone in the community. A "Club Date" is meaningful to club members only.
